Umbrella company and training

Husband is working for an organisation via an umbrella company. He is looking for a permanent job. Increasingly, he is seeing a requirement for an exam in job ads, which current and previous employers haven't stipulated as a requirement,
He wants to take the course online and has found a reputable organisation which will allow him to take it online.
The umbrella company doesn't give him time off, annual leave is rolled up into his daily rate. so I doubt they would pay for training.
Can he offset the training against tax ?

IF the training can be offset against tax, then it usually has to be to enable fulfilling current role, not to speculative to secure a future role. There are some grey areas in what training is for current role and what is for future speculative role.0
