When the train is delayed 15 mins or more, are the TOC mean't to announce the delay on board on arrival at the station when applicable?

    Twice I've been delayed when there's been an announcement telling us to claim. Both times my claim was refused because the delay wasn't their fault. So even when they do announce it, it isn't definitely going to be correct.

    It was due to flooding. Maybe they've changed the rules now but I can assure you they refused payment because they said it was beyond their control.

    A bit off topic, but how does delay repay work for a journey where there are frequent trains?  Say, Reading to Paddington where there are fast trains every ten minutes or so.  If I happen to catch a train that has been delayed and is running an hour late what is the position?  My train is certainly delayed but my journey hasn't been, as I just waited a few minutes for the first train to arrive.

    Delay Repay applies when your actual arrival time at your final destination is later - by a qualifying amount - than the booked/timetabled arrival time.

    If you end up on a different train to the originally planned train, it is your delay that matters and it doesn't make a difference how delayed that train is.
