Are PCN's liquidated debts?

Does anyone know if parking tickets (assuming they haven't gone to court etc) are classed as liquidated debts. I am pretty sure they are but just wanted any other views.

I would suggest that they claim relief on what they think is a debt even though it's not proven
And if they lose in court, they will still claim that as a debt. HMRC are probably missing out on a multi million pound pot ?
HMRC should be looking at this and they should re-open the issue on VAT.

I am helping someone with a DRO and there is some dispute with the intermediary ( a charity in this case) who you have to go through when doing a DRO, as to whether a PCN can be included as they have said its not a liquidated debt when its my belief that it actually is.0 -
