Are PCN's liquidated debts?

Does anyone know if parking tickets (assuming they haven't gone to court etc) are classed as liquidated debts.  I am pretty sure they are but just wanted any other views.

    And if they lose in court, they will still claim that as a debt.  HMRC are probably missing out on a multi million pound pot ?

    HMRC should be looking at this and they should re-open the issue on VAT.

    Sorry not quite what I mean
    I am helping someone with a DRO and there is some dispute with the intermediary ( a charity in this case) who you have to go through when doing a DRO, as to whether a PCN can be included as they have said its not a liquidated debt when its my belief that it actually is.

    So as long as the debtor agrees they owe the PCN's no issue then, but we have to get past CAP saying parking tickets can not be included so it will something of a hurdle
