State pension not receiving full allowance

Hello I am wondering I'd somebody can help me regarding my Dad's state pension. My brother has tried contacting them directly and having no luck.
He has paid in over forty years stamp, as we understand thirty five years are required for full allowance. But he only rececives £141 a meek when the full state pension is around £179
My brother has tried contacting the pensions numerous times department and getting absolutely nowhere. Is there anyway of finding out what is going on?

When did he retire?
If before 2016, the (old) state pension is here: https://www.gov.uk/state-pension/what-youll-get - £137.60 per week.
But he may be entitled to more or less than that1 -
Thanks he retired in 2018 so he is on the new state pension.0

He was probably in a contracted out scheme. That reduces the new state pension. Is he getting an occupational pension?

I didn't retire but I did take my state pension in 2018. I was one of the last to receive my pension at 65. If I had been born four weeks later I would have needed to wait another couple of months for my pension & been out of pocket well over £1,000. I get a pension of £148.l62 despite paying 34 years of National Insurance contributions because I was contracted out in a company pension.1
