Tax rebate for employer overpayment

Hi,
After 35 years of service my wife retired from the HNS in January 2019.
In mid 2020 she received a letter from the outsourced NHS payroll department saying that they had carried out an audit and it appeared that they had actually overpaid her a total of over £5000 in the 2017/18 and 2018/19 tax years. I guess she should have noticed this error but to be honest, having studied her payslips for the period, they were a shambles (Tax code varying almost monthly, some travel expenses being taxed and some not etc). She travelled a lot visiting patients at homes and schools so there was a big variable in her monthly pay associated with mileage. For this reason I can see why she just made sure she got her monthly payslip and trusted payroll to get it right.
Her pension is only just enough to take her into the lowest tax bracket so we made some attempts at negotiation. However, with threats of debt collectors being made we caved in and paid the full amount due in April 2021.
By my calculation she is due just over £1000 in overpaid tax so we wrote to HMRC explaining the situation and asking for a tax rebate. They are requesting revised P60s which we have now requested from the NHS payroll department. HMRC also pointed out that she had passed the deadline for a tax rebate for the 2017/18 tax year and have only until January 31st to claim for the 2018/19 tax year. Based on the efficiency of the NHS payroll department to date we are unlikely to receive the P60s in time!
So, my question is, is there any way that she can make a claim for overpaid tax that has passed the deadline that HMRC are specifying? Perhaps on the basis that the adjustment was only made to her ex employer in April 2021?
Finally, I would like to point out that I am in no way criticising the great work that is being done by front line staff in the NHS. I know for a fact that many of my wife's ex colleagues/friends often have/had issues with the outsourced payroll department. They deserve better than this!

Wrong advice again from HMRC🤔 - just basic information!
From HMRC’s own site:
’ The time limit for making a claim is 4 years after the end of the tax year you are claiming for. Every tax year needs a separate claim’
I have corrected that part of your post.
HMRC also were incorrect to point out that she had passed the deadline for a tax rebate for the 2017/18 tax year when, in fact, she has until 5th April 2022.
