But it's APCOA. Dead easy. Appeal is all the keeper needs to do and they will go away.
Make sure they know NOT to chose the appeal option that says 'I was the driver', obviously!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

As the procedure outlined elsewhere, the land owner (who appear to be GWT trains) have been complained to. I will report back with the response.3

Hi, the keeper has appealed to the owner of the land, and the MP. Next up its a complaint to APCOA, as outlined under Plan A. Is that it until they hear something in response?2

The Apcoa plan B appeal is done about day 25 following the date of the PCN , as keeper , no blabbing about who was driving or what happened on the day , less is more ( but a line can be added that POFA does not apply and an occupant of the vehicle had a valid blue badge , if also true )baward said:Hi, the keeper has appealed to the owner of the land, and the MP. There is no legal requirement to tell them the driver's details
It is done if the PCN hasn't been cancelled by day 25 , regardless of any other response
Only a cancellation stops it4 -

Just be really careful NOT to imply who was driving when describing whose Blue Badge it is. And don't show the photo, never give an image of every part of a Blue Badge even though you will need to show front and back, redact the photo.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
