Council Tax Increase

Hello
I moved into my present property in January 2018. The property had been extended 20 years before, but the council tax band had never been changed. I asked several people, including the solicitor that acted for me when I purchased, if the was a period after which the council could not increase the banding. The general opinion was that it had to be changed within 3 years. I have been written to today by the valuation agency, informing me that they must include the value of the extension. It is now just one month short of 4 years since I moved in.
Are they allowed to do this at this stage or should they have done this within the 3 years that I was advised?

In England and Wales, CT banding is carried out by the Valuation Office Agency (part of HMRC) not the council. There is no time limit on increasing or reducing CT bands, it can be done at any time. However in England (but not Wales) the increase cannot be backdated.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales1
