Electoral help debt owed

Hi didn’t know what catagorie to post this it might sound a daft question but I just want to be sure and I’m a bit confused! 

On checking 192.com for someone (owes money) I can find their details dating back a few years but the latest date says 

Mr xxx (2018-21)

address


does this mean they are registered as living at that address now? Or could there be a chance they have moved to a new address but are still on the register for that address as it says 21 which I take as 2021 or is it just not updated yet if there is a change of address? There is no further info after this entry for Mr xxx so either he’s still at above address or he’s moved and not updated the electrol roll am I correct? 


Quick background 


Mr xxx owes money I’ve been in contact with him but he is saying he stays at a different address than I have found on electrol roll when I said to him the electrol roll says he stays at xxx rd and it says 2018-21 he is saying that it’s just not been updated yet but that he moved out of that address over a year ago 2020 


he’s refusing to repay and I’ve said I will take it further and will be giving the address on the electrol roll obviously and he’s basically saying go for it as he doesn’t live there anymore! I know he collects some benefits so assuming the electrol roll address details must match his claim and I’m also assuming u can’t be registered at 2 addresses at once? If you’ve read this far then thanks didn’t expect to be this long! But in short is 2018-21 on ER mean he’s registered living there right now 

Any help appreciated

    No. It means he might live there and almost certainly did at one point.

    Thanks but How do you explain the fact he’s on the electoral roll at said address 2018-2021 which is this year? When does the electoral roll get updated? If he’s saying he moved address in early 2020 why does it say -  2021? I would expect it to say 2018-2020 or am I missing something

    Simply because the ER isn't updated in real time. Councils don't have that sort of resource available. It's likely to be well into the new year before his council provides their annual update and it gets applied by the CRAs.

    would they have been updated a year after moving as in if he moved august 2020 for example would it not be right that it would have been updated by now surely it doesn’t take over a year to update ER otherwise all info on 192 would be out of date and pointless?

    It depends when he registered. When was that? 

    It's very unlikely it was his first job on moving in. Did he update in time for his councils update?

    The data on 192 and the CRAs can only be as good as the last annual update.

    hes saying he moved in august 2020 so over a year ago even if he hasn’t registered at this new address it shouldn’t say 2018-2021 as obviously because it says those dates this years ER has been updated so really if he moved out in august 2020 and never registered at new address it should still only say 2018-2020 as after 2020 he’s not registered again 

    I dont know if it makes a difference but I’m in Scotland every year we get a letter with the occupants details of our address I then have to confirm it’s the same occupants as last year or add/amend who now lives at the address and if I don’t i can be fined £1000 so when this years ER letters where sent someone had to have stated he still lived there or not otherwise it wouldn’t say 2021

    It'll say 2021 as that's when the last update went in, but he had hadn't updated his details in the couple of month after he moved in, assuming he did move 

    But regardless, you either serve to that address if you think he lives there, or find his new address if he doesn't.

    You can serve to their last known address. I sued a builder who moved a lot. Last known address was isle of Wight but he'd moved to Kent unbeknownst to us.
