Creditors chasing post IVA completion

I completed my IVA in late 2007.
Recently I have been contacted by NCO Europe (at an address that I have never given them, it's a family members address) who are acting on behalf of their client Arrow Global and claim that I have a debt with them. They have confirmed the account number on the debt they are chasing and it is one that was definitely included in the IVA.
When I advised NCO Europe that the debt was included in the IVA years ago they said that they were no longer responsible and asked me to contact Arrow Global.
The debt was originally with Citibank.
How can NCO/Arrow Global/Citibank still chase for a debt that was included in the IVA which was completed successfully.14 years ago?
Can Citibank/Arrow Global pass details on to NCO that are incorrect?
Any advice is gratefully received.

You have a number of issues going on here.
Once your IVA completed, any and all balances remaining on debts associated with it, should have been written off.
The balance on that account should not have been sold, as it was subject to an insolvency, and technically no longer existed.
With the passage of 14 years since last acknowledgement, the balance on that account, not withstanding the other issues, would now be statute barred in any case.
So you have two breeches of the insolvency rules, and one breech of the limitation act, so,........let the games begin.
Two complaints should be sent, one to Citibank for selling an insolvency debt that no longer existed, and one to Arrow Global for buying it, although they may say they had no knowledge of its status beforehand.

I'm also wondering if there is also a GDPR breach here. There was no debt to be sold on and therefore no reason to pass my details to Arrow or NCO. In addition they wrote to a family members address not mine.0
