I am a working pensioner and from April 2023 will be required to pay the new levy. I have no problem with that. What is not clear is will I also have to pay full NIC again, or just the levy? The PM is my local MP and I emailed this question to his office, but no reply, no surprise.

No. That's why the new levy from 2023 is separate to NI, so it can be charged to those over state pension age. Otherwise they may as well have just increased NI rates permanently.
