PPI fees / reduction offer

I had a PPI claim upheld from my former bank, approx £5000 using Allay, they charged me 25% (£1450), but I have no income now, killed off by COVID, retired and £25.000 of unsecured debts, minimum pension (£400/m) as well as a serious heart condition which costs me a considerable amount of money to stay alive! I was with Payplan years ago but couldn’t keep up with the payments and made my last payment to my 8 creditors in August 2016.

Allay agreed a repayment over 12 months, I paid the first two (£121), but then had to stop as my income stopped and I have no credit anywhere, only a debit card.
They turned it over to CRS, a debt collection agency. I then contacted and registered with Stepchange, I haven’t yet finalised the setup with them.
CRS sent me an email offering me to pay £171.53
to close my account, I responded that I accepted this and would make the payment the next day.
the following day I had another email saying that I had to pay £847.39 and that the previous offer was a mistake!
Is that a legal procedure, I.e. can they withdraw / change the offer?
