Does anyone know if an MP can help with problems being experienced with a county council? If someone is not being taken seriously, or getting a response, can an MP get involved to try and obtain a resolution?

What type of problem? There seems to be lots of suggestions to complain to an MP regarding parking charges so perhaps anything is possible.

Has the person gone through the council's formal complaints process?
If yes, then there is the option to escalate to the ombudsman.
I think it is likely to depend on both the issue and how pro-active the MP is, mine generally being as much use as a chocolate teapot. The suggestions in the parking ticket forum to contact your MP are more about trying to prompt a change in the law than MPs resolving specific case - or that's how I usually read it anyway.

A complaint was made re: planning enforcement four months ago and they’ve done nothing to investigate. Their automated email says a written response is provided in 20 days. When the matter has been chased they blame having to help other departments for the delay.0

I do agree with those advising to contact your councillor. They are usually really helpful. You should contact your councillors. MPs have no power over the council.1
