VAT (IVA) on overseas service

My son's wedding was arranged twice in Menorca but cancelled through Covid. They have now arranged it in the UK.
The photographer refused any deposit refund and agreed to come to the UK to do the photography.
She is now awaiting payment of the final invoice but has added IVA to her bill for her services.
Are we liable to pay this as the service is being supplied in the UK to a UK resident.
I would be grateful for any advice.
