Getting permission to let with HTB equity loan

My position - Bought home using 20% HTB equity loan 4 years ago. An opportunity has come up to live and work abroad for 2 years. Due to being on a 5 year fixed and not wanting to incur early departure fees i am trying to get permission to let from our mortgage provider and Target (HTB authority) so we can rent out the property on our current mortgage while we are abroad for 2 years. We intend to return and move back into this property.

The problem - The HTB authority is saying they require the mortgage provider to give permission to let first,  the HTB authority application process requires us to supply this to get permission from them to let the property with an outstanding equity loan. So i have applied to our mortgage provider and they have sent a letter back saying they "Require proof from the help to buy administrator to grant the consent". This puts me in a catch 22 situation where i can't get consent from either as they both require the other to give consent first.. I have spoken to both on the phone about this and both insist they will not grant consent before the other does..

Has anyone had any experience with this problem?
