Starting a new job

Hi need some advice, I applied for a new job, which has been offered to me
The problem is I am currently off with stress due to my employment now 
Shall I disclose this to my new employer before my start date
I have been off with stress for 2wks it is due to my manger bullying me
I am to frightened to go into work as when I arrive in work he starts picking on me
So should I disclose my sick note runs out in a week and my new employer wants me to start 2nd week in October 
So should I tell him

Did you get references from last job alright and is everything in line to start new job, i.e. are the new employers waiting on anything from you?

Are you saying you need more time off before starting or are you happy to start on 2nd after sick note finishes?

If you're happy to start then it isn't their problem, however if they got references and stuff like that recently then absences may be noted and they may be aware already.

Unless they suddenly withdraw the offer or something I don't think it needs to be mentioned unless you need more time off or they're concerned about the amount of sick leave you've taken in last 2 years or something.

These are my thoughts, not experienced advice
