Can not create Government Gateway account - is this normal?

I am very frustrated here. trying to help an elderly friend create a Guvvermint Gateway account to pay CGT but can't even create the gateway account.

It asks for information and demands we select 2 out of 3 options to provide details to verify identity, see screenshot: https://ibb.co/b5QZm25

I am dumbfounded at the stupidity of this. He does not have a UK passport (in date, he has old expired ones). He has NO credit agreements or telephone contracts.

He has no driving licence at all, never mind a Northern Ireland one.

Are these questions normal? if we click on "I do not have 2 of these items" it says we can "choose other options" (duh, it's 2 out of 3?!). He is stuck in a loop and all he's trying to do is pay CGT that is owed soon or he may face a fine. What a joke of a system, any advice from others who have been through this would be appreciated. thanks

I recall that someone else had this problem.  Apparently the solution is to call HMRC and say that he is "digitally excluded".  Then they will allow him to file on paper.  You can read the thread here:

Thank you so much, I had no idea it was possible. That's mostly because the HMRC make NO mention of it on all the many pages I have read, and even the front line support I spoke to said "You can't pay the tax you owe unless you have these items". What a joke they are. Thanks again for helping solve the problem, heaven forbid the people who rob the money actually make their robbery any easier for us.
