Ratesetter loans

I was looking for loan offers and received an extremely low rate from Ratesetter 4.9 Apr for £10000 compared to other offers I received from banks like Lloyds. I had never heard of this company before and wanted to know if anyone had applied for them in the past and would you recommended it.
Also, do they require proof of income, such as bank statements, because I only receive them annually?

    Is the 4.9 a dead cert or is it just a representative of what you could receive ?
