Smarter Homes unsolicited phone call

I've just had a call on our landline from a "Mr Watson" at "Smarter Homes" (I only have his word on both those points) trying to convince me to have my solar panels inspected for safety and efficiency. I've no prior relationship with Smarter Homes (despite Mr Watson claiming otherwise) so I can only assume this was leading into a scam of some sort, possibly something like this case from earlier in the year.

He phoned Mrs QrizB last week and she didn't manage to brush him off hard enough, so he called back today. My wife answered first but after she hung up on him he called back immediately! I was shorter with him than she was and he hasn't phoned back again since.

I usually ask them why they consider they are within the General Data Protection Regulations (GDPR) when making cold calls like this and whether they know how sever the penalties are for ignoring those regulations.  That normally results in them hanging up immediately.
