Is it worth taking a counter offer from a current employer

Your current salary is not relevant. The relevant comparison is between the 25.9 if you stay and the 23.8 if you move.
In the longer term... do you think that the brand new position is real? The risk is that your current employer is paying you well for now so that your work gets done while they recruit someone to do that work for the lower salary, and then make you redundant. By that time of course the new job would have gone.

I’d ask them the question straight out.
How come you’ve gone straight from “not ready” to a specially created better paid role? The response may tell you some of what you want to know.The second company may be a better bet in the longer term. If you stay, will the initial rejection still rankle?
Other factors - commute, company culture etc also relevant.
As an aside, I’d stop doing all the unpaid hours as well, regardless of what you decide.All shall be well, and all shall be well, and all manner of things shall be well.

In all honesty I'd move.
I was in a very similar position as you, I moved. For me though I didn't hesitate.
I'd done all I could to get promoted, more salary etc but was told no. Yet the minute I was offered elsewhere.....
I did say to the Regional MD who tried to get me stay it was too late and why didn't they see it as an option when I had asked before. All I really got was they didn't see me leaving, would now create a new post etc.
It was hard to leave in a way, as I loved the job, but no way was I staying after being told no, then interviewing elsewhere and accepting.

In that situation I would take the job with the new company. My view has always been that if a payrise is only offered after you have handed in your notice, they are more interested in avoiding the need to recruit than anything else. If I wasn't valued before, it's too late to value me now.

In my experience most people who get offered more money to stay end up leaving within a year anyway. If the only way to get your employer to not take you for granted is to hand in your notice then the company you’re currently with probably isn’t right for you.1
