At interview, should I mention my previous boss at this company - who I didn't get on with?

It is utterly pointless at best, and counterproductive at worst, to ask if the rule is still in place.  If it is, they aren't going to change it just because the OP has raised it, and if it isn't it will raise the question about what the concern over the rule was in the first place.  Neither scenario is going to work in the OPs favour.

No, not in a million years. It can only come across badly. Sell yourself, put your ideas forward, don't say anything negative about anything. No one wants to hire someone they think holds grudges or blames other people.

If your old boss does put in a bad word, there is nothing you can do, but saying anything about him at interview will just make it worse.
