Council Tax Band L192NP - currently correct?

i newly moved to a property, Carlett View, Garston, Liverpool which was built in 2008 Apr. Can i still use the 'Find out what it was worth in 1991' to check the tax band as the property was not yet existed in 1991? Follow this method to find out my tax band should be A instead of B.
I checked in official website of Liverpool council that tells all properties are tax band B but is it possible that council had over-rated all properties in Carlett View? Should I make a challenge?

The Valuation Office Agency (part of HMRC) is responsible for CT banding in England and Wales not local councils. All house price indices are inaccurate and will only give a rough idea of a property's value in 1991. You can challenge the CT band but you will need better evidence to support your case.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
