What address/contract details are on the contract? How did you pay the money and did you get a receipt? How did you find him in the first place? All shall be well, and all shall be well, and all manner of things shall be well.
Pedant alert - it's could have, not could of.1 -
You need to trace him. He will be advertising his services under another name. Fortunately such criminals are lazy and they will tend to use exactly the same words in their marketing marerials as they used on previous occasions, sometimes complete with the same spelling errors!
Once you think you have found him, get a friend to ask him around to quote on a fencing job, and when you have identified that it is him, report his fraud to the police and invite them to arrest him - ask the friend to get him to come back with the offer of some cash for the job so the police only have to attend when he is expected. It's a easy collar for the police, and you might get some compensation back from the courts. The comments I post are my personal opinion. While I try to check everything is correct before posting, I can and do make mistakes, so always try to check official information sources before relying on my posts.1 -
I’d suggest the police may not be entirely interested - more likely to say it’s a civil matter, whether it is or not.
OP needs to give a bit more information -if she paid by credit card (for example) she could do a S75 claim. Although it’s a fairly safe bet the fencer wanted cash. All shall be well, and all shall be well, and all manner of things shall be well.
