Amazon Business Promo Discounts

I had another banner posted above on my person account trying to get me to open and amazon business account.  This time they are offering 20% off anything sold by them (that isn't digital) up to £40 discount (£200 purchase price).  However, as with all things amazon it doesn't seem to work as it says in the advert. 

Registered, waited the obligatory 48 hours for the code to work and .... Nothing I added to the basket was discounted. 

I managed to find three things it would work on - 1. Fellows Shredder oil, 2.  Fissler Frying pan, 3. Bosch Professional Dril

Anything else was a no - spoke to them on the phone (chat is rubbish for business as they have no idea). They basically said that it should be discounting anything supplied and shipped by Amazon EU Sarl, however it seems to be discounting anything supplied and shipped by Amazon (BUSINESS) EU Sarl.

How can I as a customer tell the difference, you can't it would say the same when the item is added to the basket.  

Well done Amazon for creating a 'worthwhile' promotion that doesn't actually work.
