i have a small stakeholder pension pot of about £16000. I have a state pension of about £11000. Can I take 25% of the pot plus a small amount to take me up to the personal allowance? I would like to then take say £2000 a year to bring me just over the tax allowance and repeat this yearly for the next six years.
Is this feasible? Which providers would I be able to transfer to? Other options apart from annuities?
My current provider Link does not have an option where I can take cash chunks (un-crystallized).

Can I take 25% of the pot plus a small amount to take me up to the personal allowance?Yes. Although most stakeholder pensions do not support drawdown (the method you plan) and would need to transfer to an alternative pension that does support it first.

The retail SIPPs most mentioned on here with a % charging model that is more suitable for small sums ( that provide fully flexible drawdown ) are Hargreaves Landsdown. Fidelity, and AJ Bell .
However you need to check the T's & C;s. I know Fidelity are not that keen on accepting small (ish ) transfers in where the pot goes straightaway into drawdown. Simply because it will be a lot of work for them for little reward.
Also A J Bell have penalties for people who transfer in and then transfer out again - not sure about someone starting withdrawals and still leaving some in the pot.1 -
You might enquire about a transfer to HL Sipp which would permit the flexibility you seek.
