My husband receives old state pension plus serps
I receive only 60 per cent of pension plus serps.
I know I can claim some of his serps but will my 60 percent change.
I am hoping so, my total income would be about 450 pounds a month

The amount of his SERPS/SSP that you can inherit upon his death depends upon dates of birth.

Assuming you both reached SPA prior to April 2016 you could inherit up to the full basic old pension plus up to 50% of their S2P in addition to your own S2P capped at the maximum allowable S2P.
