Plenty of employers who require staff to have a car for their job do not provide parking and many of those who provide limited parking dont guarentee it. I.e. more staff than spaces.
In a previous job I was contractually obliged to have my car and was out doing visits between being in the office. The organisation had 6 staff from the site and 4 required a vehicle to do the job.
There were two spaces. If they were taken you had to park elsewhere.
In the end we struck a deal with a local supermarket to park for free.
There are businesses up and down the country who do not provide parking for all employees they require to have a vehicle for their role.
Presumably OP knew this when they took the job and factored it into accepting the job offer0
