Is it legal to refuse a tap water refill in park cafe?

My friend was refused tap water for her toddlers beaker and my husband was refused a refill for our dog's water flask at the same park cafe. Is it legal to do so?

Tap water could be water not fit for drinking .

However, I think that's just really mean of the cafe to refuse water for anyone, particularly children and pets. What harm would it do just to provide a splash of water here and there?

Some places that did provide tap water have stopped doing so, because of covid.Northern Ireland club member No 382 :j1

I would Imagine If Friends child had drunk the water and became unwell it would be a different story.
