EICR - supposed C2's

Can someone tell me whether this report is realistic?
We failed the EICR on the following grounds:

It says I have 1 month for the remedial work to be undertaken. I hope the timescales do not have to be adhered to as the inspection was on 1 July and report not sent until 12th! (I also emailed electrician to find out what parts are required, and cost of replacing said parts on the 14th and have zero response so far....)

Not quite sure what you mean by "is it realistic".
You could argue if there are no sockets that could reasonably be expected to be used to power any outdoor equipment the lack of RCD's could have been classed as C3 rather than C2.
I assume the circuit 5 query is because there is a connected breaker that doesn't seem to power anything.
Personally as a Landlord myself I would not want to let a property with no RCD protection.
It should be quite straightforward to sort by way of a new board with RCD protection or swapping the MCB's for RCBO's
If you've not heard from the electrician regarding a quote either phone him or phone someone else to get a quote sorted.
We recently had a new board with surge protection as well as RCDs fitted to a soon to be rental property for about £550 all in.1 -
