    yes, there is a good template from National Debtline about a statute barred ‘debt’ (not that this is a debt).  As long as you also live in Scotland, she could also give your address as the address for service and tell them to erase her old address, that way you have fully removed her from ever getting letters about it again.

    from January 2016, she has a few incidents then. Defo over 5 years and she hasn't communicated with them at all.     They will send more poor quality bog paper or hamster bedding. Anything from DCB Limited can be ignored. Sadly some people get frightened by these bullying tactics and begin to panic.

    The lady cannot be taken to court by a powerless debt collector, so there is no danger in ignoring DCB Limited.
    A vehicle keeper living in Scotland cannot be held liable for a parking charge for something that happened in 2016 no matter what stupid law your dear leader has enacted. 

    The only thing to worry about would have been if real court papers had arrived from a Scottish court before the five year deadline was reached, from the parking company or via a solicitor acting for the parking company. This has not happened.

    Show the lady this thread if you like, and reassure her that she cannot be taken to court over this. If she is frightened by the letters, then you have the option of having them diverted to your address if you are both happy with that.

    Do send the cease and desist letter to all parties, especially the parking company, and do complain to your MSP.

    Is there no return address on the letter?  If not ask Auntie Google.

    You need to tell the parking company as well to cease and desist, and instruct all their agents to do the same because the PCN is now statute barred. The DCB Limited letter should tell you the name of the PPC.

    What is this? 
    New law - part of the Transport Act in Scotland but not quite finalised yet.

    In future, people in Scotland will be subject to keeper liability (terrible decision and utterly unnecessary) but will also mirror the rules that E&W are bringing in next year. That includes a properly independent appeals service and lower parking charges in most cases, equivalent to on street PCNs, which I think in Scotland are £60 (£30 at the discount).

    My final Query, she has 3 letters I think, they are all identical, can i list the number on them all in 1 letter or should i reply to them individually? I'm genuinely surprised a company would put out anything so shoddy (i'm not making this up, there appears to be a 'can't pay we'll take it away' logo on it).
