It's unfair to expect your eldest daughter to share what was always intended to be hers, and doubtless is still legally as that was the whole point of Child Trust Funds. You haven't mentioned your own finances so I assume there's no reason why you shouldn't allocate a similar sum to each of your other three children to be held on their behalves until they reach maturity.
