Valuation Tribunal - VOA evidence deadline

Can someone (hopefully) validate my understanding please.

Tribunal practice states: "At least six weeks before the hearing date, you must provide the appellant with your full case in response to the appeal" (this relates to VOA providing evidence to me, as appellant).

It also states: "If you fail to provide the above by the six-week deadline you will be prevented from submitting further evidence" + "Material must be provided no later than 5pm on the day of the deadline."

If hearing is on Thursday 19th August, I understand the deadline for VOA to provide evidence would be Wednesday 7th July @ 5pm? (VOA are stating deadline was Thursday 8th @ 5pm).

My logic: A week = 7 seven consecutive days. The 6 week period doesn't include hearing date + doesn't include day the evidence is provided (as a full day is required to count towards six week period).

VOA provided evidence after the time/date deadline I was expecting, hence question.
