As a heat pump owner I could not help noticing:

It also urges the government to ensure that the cost of running a heat pump is cheaper than running a gas boiler.

Well we've discussed somewhere (this board, I think, and if not here then on Energy) that electricity is roughly equal with natural gas in terms of CO2 per kWh, yet electricity carries higher environmental tariffs than gas.(eg. the Climate Change Levy on electricity is 0.775p/kWh but on gas it's only 0.465p/kWh). Gas should see a fairer share of tariffs.

Whether that would result in HPs being cheaper to run than gas boilers, or not, would depend on many things but at least we'd have a (more) level playing field.
