    Plain and simple, Google contribute to the problem.

    They provide a search engine. Searching for a bank or DVLA should provide the legitimate service at the top.

    Even searching for MoneySavingExpert provides the correct site several entries down the list!

    It means less tech-savvy users are directed to the wrong place based on ad revenue.
