Except that here in the south east the water to go in reservoirs is often abstracted from the natural environment causing environmental issues. Just building reservoirs is not the answer. Population pressures, usage per head and wastage are all issues as are attitudes such as yours. I'd place more blame on Southern Water though!

So to some extent water storage is going to even out flow between the seasons but there is no reason the abstraction and return of used water has to reduce the overall flow. The environment in the SE is so far from 'natural' not human affected state that it is impossible to even guess what the countryside would look like without our impact - possibly forested?
