    So to some extent water storage is going to even out flow between the seasons but there is no reason the abstraction and return of used water has to reduce the overall flow.  The environment in the SE is so far from 'natural' not human affected state that it is impossible to even guess what the countryside would look like without our impact - possibly forested?  There doe snot seem to be any political appetite to abate the population pressures and using less water each is not exactly hygienic or good for infection control.
