Sipping vape liquid

I'm saddened to say I have an older family member who almost certainly has some sort mind intellectual impairment (ASD or similar) and he's been very substance dependant all his life though these days it's caffine and nicotine. Unfortunately, he lacks organisational capacity and is unable to maintain a vaporiser. Either loses it, breaks it or gives up. Unfortunately he still needs the nictotine fix and has resorted to drinking the little bottles. This stuff is seriously nasty and poisonous. For someone in their 70's this cannot be good and I'm worried long term. How can help be sought?

    Buy the relative nicotine gum, patches or whatever else is on the market as NRT.

    Laws changed a few years ago and it's lower mg nicotine people are allowed to buy in the UK, a bottle of bleach will cause damage, 18mg 10ml vape juice won't.

    Speak to their GP about their overall behaviour.
