Ebay: It's only 1p but ...

On Ebay today I bought a silicone cover for a car key (303987876640) which shows up at £3.09.
When I come to pay for it with Paypal the price is £3.10 made up of £2.58 and vat of £52p.
I lost 1p, who won 1p Ebay, Paypal or the Vat man?

If import VAT is involved I'd assume it was just due to fluctuations in the exchange rate. On Etsy that happens all the time, the original listing price in the seller's chosen currency stays the same, and what appears to people browsing in a different currency fluctuates accordingly.0

Could be worse, I purchased something direct from a manufacturers website (Chinese Company).Price seemed a little cheap, maybe the URL/Price was for bulk orders? They refunded within a day
