Council tax revaluation 4 years after purchase

Options
I have just received a notice from the Valuation Office Agency that because the previous owner had made improvements then due to a recent sale a revaluation will be undertaken.

Which is fine, except we moved in 4 year ago. Is there a limit as to when they must issue a notice and how far they can go back?

Thanks

Wales - they can go back to date of sale

England - date of notification of CT band increase
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

So, in effect, you've enjoyed 4 years at a lower rate.
A marker is normally placed on the file at the VOA and, when ownership changes, the banding should be changed then.
