Council tax revaluation 4 years after purchase

I have just received a notice from the Valuation Office Agency that because the previous owner had made improvements then due to a recent sale a revaluation will be undertaken.
Which is fine, except we moved in 4 year ago. Is there a limit as to when they must issue a notice and how far they can go back?

So, in effect, you've enjoyed 4 years at a lower rate.
A marker is normally placed on the file at the VOA and, when ownership changes, the banding should be changed then.No free lunch, and no free laptop
