I work engineering for a food production company, almost all of our production and warehouse staff are recruited through agencies1

The staff are employed by the agencies, so they are the agencies problem. Much easier to get rid of the ones they don't want.1

Exactly very little protection for agency workers and normally zero hours contracts
Normally the good ones are offered a permanent job after 12 weeks1 -
As a recruitment consultant (I have never directly worked these type of roles but have sat in offices with teams that do).
A lot of companies do prefer to outsource their staffing for warehouse/production line type roles.
This is because it then isn't their headache if they want to get rid of someone, hire someone, change hours or shifts etc. They just call the agency tell them what they want and then someone turns up to do the work.
As Lomast said often workers who impress will be moved onto permanent contracts with the company.1 -
Been there myself many years ago. Worked at Amazon warehouse through an agency before Christmas. After Christmas I was offered a much-coveted permanent employment contract with Amazon with maybe 5 to 10% of other agency people. The rest was let go as there was far less demand at that time. I still remember the anxiety when waiting for that phone call. Mind you, even an employment contract does not protect you from unfair treatment or being dismissed, certainly with less than two years of service.
Using agency is a fairly standard practice in many industries. A lot easier to manage and replace an unsuitable person and easier to pay less than own workers. Also great to fill seasonal demand, but not so great for job security as you do not know if you still have a job the next day. That is why so much law has been introduced in the past few years protecting the rights of agency workers.
Note that there is a distinction between an employee and a worker in terms of employment rights
