However, I wonder how much of the difference is down to communication and interpretation.

    I honestly don't know.

I'm still not  sure that if  a customer already has this stakeholder that SL can actually turn down the transfer.

I don't know how one would find out either. Suck it and see as a test case.....? :)

I think that is the only way to establish for certain whether you can use the law to force your existing stakeholder pension provider to let you transfer in a DB CETV without an adviser.

If someone tried to probe deeply into SL's policy without being an existing client, and to work their way up the food chain until they were talking to someone in a senior position and with the necessary technical knowledge to say definitively whether they would or wouldn't allow it, I have a suspicion that the outcome would be Standard Life closing its Stakeholder Pension to new business

And as Standard Life have sold their life & pensions book to Phoenix, I am expecting Phoenix to close that stakeholder pension as soon as the tidying up is complete.  Phoenix are not known for their new business channels.

I think there have been indications that Phoenix will change their normal way of doing things, and will continue to offer new business via their Standard life branded  operation . However you could guess  that might not include the stakeholder offering though.
