Should a public facing OH company have an easily accessible Complaints procedure (ie On-line) or can they hide behind the employers that they are doing the OH work on behalf of ?
Is there a link available to prove this ?

As far as I know there is no legal requirement to have a complaints procedure at all, even if they did the entity paying the bill would be the one with the 'right' to compain so therefore the complaint would been to come from the employer

The contract is between the employer and the OH company, they are acting as an outsourced element of the HR function normally. If you are unhappy with any aspect of their service you could contact your own HR department.

It's more than likely that there is a contract in place between the employer and the OH company, stipulating that nobody who is not a party to the contract has any 'third party rights'. Your complaint should be directed to your employer.
Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!

This OH company also deals with benefit claimants and I would assume that there would be a complaints procedure in those cases and not through DWP?

Probably depends on the nature of the complaint.
