ID for people who look under a certain age for 1 pack of painkillers

I feel completely appalled that my 16yr old was refused to buy a packet of pain relief for severe stomach cramps because she looked under 16. It is not Illegal to buy pain killers at any age but shops seem to have policies which even when the 16yr old gets parent to send photo of passport to prove her age, she is still left unable to purchase. Should shops consider these measures as over the top?

A lot of retailers have their own policies to restrict selling of medicines to children. It’s entirely up to their company/premises policies.I don’t think it’s over the top at all.
