PayPal Referral Offer

PayPal has an offer where if you send a friend 1p and they set up an account and send one of their friends at least £5, then both you and your friend will each receive £10.
Has anyone successfully achieved this?  (PayPal tell me I didn't meet the T&C, although I know I did),but they refuse to tell me which specifically).

I sent them an invite link via PayPal, and they didn't have a PayPal account.
I sent them 1p, as the offer says, and they subsequently sent a friend £5, as the offer says.
It is now one month and neither of us have received the £10, and PayPal just simply say I didn't meet the T&C, but they won't say what specifically.
Have you successfully achived this?

I have referred 4 people that refer a friend bonuses paid out ( limit is 5)
