UK Pension Paid to EU Citizen?

I read on here some while back that a person who has worked in the UK at some point, and then moves abroad, can continue to pay NICs and build up a full UK pension.
My son went to university in the UK and worked here for a couple of years before moving to Germany about 8 years ago, getting married, and obtaining a German passport. Can someone who knows about this please let me know if, in his case, he could pay for a UK pension, and if it would be, financially, a 'good idea'?

I have read the links, but it is not clear to me that he could claim both pensions I.e. say he stays in Germany, that he could receive both German and UK pensions, and that there is not some form of reciprocal agreement that means its one or the other. Could someone point to text that confirms this please?

Each European pension is earned & paid separately.
