Pay down or invest?

We are in the process of selling a small buy to let, £48k should be left over from the sale.
We are also remortgaging our current property, £130k mortgage at 1.19% for 5 years fixed.
In remortgaging to a better rate and over paying for a couple of years, we are down to 13 years overall to go.
Current house needs a couple of things doing, so we should have £40-42k left.
It's very tempting to pay down mortgage, but I'm also considering investing in a stocks and shares ISA for 5 years, £20k each. I would need to achieve over 4% in annual investment income to make it worthwhile.
I'm not a big investor, but I've watched my pension average 6-8% annually for 20 years now, the last couple of years (bar pandemic drop in early 2020) it's done even better.
