They always do for Friends&Family railcard. Maybe to motivate people, you know, human phycology, if there is discount you buy while it works, just in case but if you wait you circumstances might change and you won't buy at all. In any case, they try regulate people who buys the card. The biggest discounts come in spring, or end of winter, when people seldom buy railroad cards on their own...
