It definitely sounds like you've been badly advised as you do not need to instruct a solicitor or get a survey done before a mortgage offer, unless this is something Accord have advised specifically.0

Working from home now is fine, but what about once things get back to normal? Is it likely she will have to go into the office?
As Kingstreet says, if this had been discussed upfront with the lender, it could have been pre-empted. That being said, a lender declining the application is not necessarily the end of the line. Write a letter that states she will be working from home and only having to go into the office once a month (or however often) which you are happy to commute on those rare occasions.
The broker should be helping your daughter fight for the decision to be overturned. Accord have done this to me a few times in the last couple of years. Generally avoid them for long distances between home and work. Worst one was them claiming 45 minutes was too far to drive daily!0

Changing employer doesn't always result in the grass being greener. Lenders will have formulated their policies on decades of experience and probability.
