child tax credit

ok long story i changed bank accounts and i informed child tax credit of change in circumstances online because i could not get through on the phone i also wrote a letter that they never got apparently but it was not changed i have reference number that i did change details online , so on the 28th of april my CTC went to a closed bank account so it bounced back to CTC i was told by HMRC  it would go in to my new account and would take 2 working days but it never did then they missed a second week payment, so im owed 2wks of CTC i called them yesterday and they said the missed payments will be added to my CTC every week of the value of less then five pounds a week till it is paid back, can they do this?? i am really struggling because of this and was relying on a lump sum payment not dribs and drabs im also a carer for my son and i have nothing and not much food left i am feeling really scared right now 
any advice would be great thank you

    They very often do this rather than pay the lump sum, it happened to me when i was claiming CTC. All you can do is ring them and ask them for a lump sum. When you changed your bank account when did you report this?

    All you can do is ring and ask for the lump sum for the weeks that were missed but don't hold your hopes out because it seems normal pratice to spread the payments over future weeks when a payment is missed.
