Photo id

Hi, my son needs photo ID but doesn't  drive and has never had a passport.He can't  even register at his new GP or apply for a job.Can anyone suggest a way he can solve this problem please.

    it does seem a bit stupid the photo ID situation in the UK.  if you don't drive you would need to pay for a passport even if you never travel abroad!

    he will need to apply for a passport.

    What is the photo ID required for and how old is he?

    I'm not sure which jobs he's applying for but I'm guessing if he has got to 40 and been able to apply without photo ID he is changing career/field ? I've never needed ID to apply but if he's set on the career could he go via an agency?
    Once he is accepted and needs to prove he can work in the UK you can do that without photo ID. But I guess it's the applying stage which is the issue. 
    Does every job in his field need it to apply?

    The solution is to apply for a provisional driving licence or a passport.

    I thought provisional licences were not proof of ID.  Am I mistaken?

    If it's a question of establishing right to work in UK he will need more than just photo ID or a driving licence - probably a passport, as suggested by others

    Proof of ID is whatever is acceptable to whoever is requesting it! 

    An employer is legally obliged to take reasonable steps to ensure that anybody they employ is entitled to work in the UK. How they do that is up to them however, if it was subsequently proved that they had employed somebody unlawfully, they would need to convince a court that they had taken reasonable care.

    To be honest, I would get a passport. The cost is £7 per year which is less that 2p per day!

    Exactly. My old company had a huge list..., 😂
    I've been on the government website for proof of the right to work in the UK checks, you type in you don't have a passport and it brings up a list of what can be used. But it depends what a company asks for.
    In this case it is at the application stage and I'm guessing the application form asks for photo proof to be sent...?. The only thing would be to ask what else could be used if the deadline is close (might be after a passport arrives and it's a waste of money then - unless used again for another application).
    I've just had an enhanced DBS without photo ID and confirmed right to work, I had to supply a lot more but it went through.

    i didn't know that a provisional licence is acceptable as photo ID until i was told recently that it is acceptable.  in the olden days of paper driving licence, only the full driving licence was acceptable as proof of ID as they dished out provisional licence without ID checks, but these days, to get a provisional driving licence, ID checks are made so it has become acceptable as proof of ID.

    however some people can not apply for a provisional driving licence to use as proof of ID as they may have medical condition that would stop them being able to drive and when you apply for a driving licence, you have to declare that you do not have any medical condition that would stop you being able to drive.
