I used to work in Debenhams many years ago. We were all expected to stay up to 15 minutes after the store closed to cash up the tills. I was a young, naive Saturday boy, so I would duly stay and help out. Many staff members would leave as soon as the store closed, correctly stating that they are not paid to cash up after store closure.

The work done to prepare the shop and close up are indeed actual hours worked.

When I worked in a supermarket, we were there 15 mins after closing.

They solved this by splitting the start and finish time, Sunday for example, half the staff started on the hour for opening time and finish on the hour at 4pm.  The other half start at quarter past to finish at 4:15pm.

Demanding people to work unpaid hours is illegal. However rectifying the issue  would need enforced.
Many companies scam there workers into working for free. Collaring the employer regarding minimum wage is just a way of tackling the  problem indirectly. (if you get more than min wage then it is not ok for your employer to demand you work for free)
