Health Insurance

A German friend of mine was granted settled status last year on the back of living in UK for 43 years.  He recently claimed his uk state pension (based on NI contributions of 43 years), as well as a small german pension.  He has received numerous correspondence from a german health insurer demanding various large amounts of money for health insurance, which they say health insurance is compulsory in germany.  It has been explained to them that he is entitled to NHS cover and does not live in germany, nor intend to do so. He has never claimed anything from Germany.
Does he have to pay for insurance in Germany?  Can any one assist because we cannot find anything to clarify his position
